RUDA Layout Scam: Rules Allegedly Ignored
Rajahmundry Rural constituency has become the centre of a growing controversy over alleged large-scale irregularities in a real estate layout approved under the Rajahmundry Urban Development Authority (RUDA). Accusations are mounting that rules have been systematically bypassed, with reports of encroachment on government land, including water bodies, and violations of mandatory planning norms.
The disputed layout, located in Katheru village, spans approximately 16.39 acres across survey numbers 229, 300, 301 and 302. Allegations suggest that AP Building Rules have been openly violated, raising questions about the role of approving authorities. Locals and observers claim that due approvals were granted without proper joint inspections by revenue, irrigation, and panchayat departments.
One of the most serious allegations involves the alleged encroachment of a government-owned pond. The area, which once served as a water body, is now reportedly shown as part of a residential layout. Even more concerning, the buffer zone meant to protect the water body is alleged to have been manipulated to benefit the layout design. Questions are being raised about whether the mandatory buffer zone norms were followed at all.
Another major violation cited is the absence of proper access roads for several plots. Reports indicate that plot numbers 59, 90 and 91 have no direct road connectivity. To compensate, part of the designated common open space has allegedly been diverted to create access for these plots, violating basic layout regulations. This has raised concerns over misuse of public utility space for private benefit.
Further, the layout is reportedly situated near 11 KV high-tension electricity lines, where strict safety clearances are required. However, questions are being raised over whether necessary No Objection Certificates (NOCs) from the electricity department were obtained before approvals were granted.
Locals allege that a nexus of real estate interests and influential backing is driving the rapid approval of layouts without proper scrutiny. They also claim that officials are either turning a blind eye or offering inconsistent explanations when questioned.
When contacted, officials from planning, irrigation, and panchayat departments reportedly failed to provide clear responses, further deepening suspicions.
Residents are now demanding a high-level inquiry, cancellation of illegal approvals if violations are confirmed, and strict action against both developers and responsible officials. With concerns growing over long-term legal and safety issues for buyers, the controversy continues to intensify in Rajahmundry Rural.
