The Telangana Real Estate Regulatory Authority (TGRERA) has ruled that the construction permits granted to Phoenix Global Space Private Limited for developing multi-story buildings in survey numbers 272/P, 273/P, and 274/P in Pappalaguda, Rangareddy district, will remain valid.

The decision was made on Thursday after examining a complaint filed by Puppalaguda resident Lubna Sarwath, who claimed that the specified area contains Narsingi Cheruvu-2 and requested the cancellation of construction permits.

Sarwath presented government records, Survey of India topographic sheets, and satellite images as evidence of the lake’s presence. She also mentioned that petitions had been filed with the National Green Tribunal (NGT) in Chennai for the restoration of the lake.

However, RERA referred to the findings of a joint committee appointed by the NGT, which conducted a field inspection in 2022. The committee reported that there is no lake in survey numbers 272, 273, and 276, stating that these lands were previously used for rice cultivation but were left vacant due to urbanization.

Further support for RERA’s decision came from records of the Revenue Department and Hyderabad Metropolitan Development Authority (HMDA), which confirmed that the land in question is classified as patta land, not a lake.

RERA emphasized that all official investigations and records indicate the absence of Narsingi Cheruvu-2 within the specified survey numbers. Therefore, the construction permits granted for the development of multi-story buildings by Phoenix Global Space Private Limited cannot be revoked.
